Introducing the Mollak System

With innovation leading the city’s progress, Dubai has introduced a platform that allows joint property owners and Dubai Land Department to regulate, pay, monitor and access property-related service charges.

The Arabic translation for the word ‘owner’, Mollak was built by the Real Estate Regulatory Authority (RERA) to simplify homeowners’ lives by providing them with the ability to control their joint property-related charges all in one convenient, electronically-accessed place.

A new process that prioritises speed and convenience; the Mollak framework is intended to create 4 invoices every year, customarily one invoice per quarter based. Any outstanding balances will be uploaded onto the platform through the Owner Association (OA) manager (e.g. Kingfield, Saga or ECM), who will be responsible for concluding a budget upon which your quarterly fee will be based, given the payments are not made. However, new users have expressed confusion concerning the billed amounts once they set up their Mollak accounts, which is what we intend on clarifying today to ensure a smooth transition.

Firstly, users should expect to receive invoices billed directly from Dubai Land Department, which should not cause alarm; Mollak is part of the department’s Owner Association Management, which is the party monitoring such transactions. You are simply facilitating the process now by gaining a direct link to their newly centralised invoicing system. And if any user had previous outstanding balances prior to using Mollak, the user should expect these invoices to appear on the system with the appropriate date specified. Unpaid service charges that continue into a new quarter will potentially yield a fee, so the recommendation is to settle any unpaid dues.

The Dubai Land Department has noted that the links issued for quarter 1 and 2 will be invalid once the invoice for quarter 3 is issued. Additionally, as clients familiarise themselves with the pioneering system, they can expect a 2-3 week timeframe for the reconciliation of service charge payments made online.
